In May 2012, Milwaukee Police Department (“MPD”) Officer Richard Schoen repeatedly punched a woman who he had arrested. After viewing squad car video of the incident which shows Officer Schoen punching the woman in the head multiple times, MPD Chief Ed Flynn fired Officer Schoen, who then appealed his firing to the City of Milwaukee Fire and Police Commission (“FPC”). After a closed door meeting on Monday, December 3, 2012, the FPC overturned the firing and instead imposed a 60-day suspension. For more information, please see the report of WISN-TV.

The civil right lawyers of Samster, Konkel & Safran are disappointed that Officer Schoen got his job back. The FPC has an unfortunate history of reinstating MPD officers who have been fired for misconduct. The United States Department of Justice (“DOJ”) is currently considering whether to conduct a complete review of the MPD. We hope the DOJ conducts its review, so that the citizens of Milwaukee can be confident of that MPD officers will be properly disciplined for misconduct.
