Back in October 2007, 5-month-old Will R. Johnson died after he was drowned in a bathtub by his mentally ill mother. In June 2007, Bureau of Milwaukee Child Welfare ("BMCW") workers removed Will from his mother’s home because they were concerned for his safety. Will’s mother had a long and documented history of violence, threats of violence, and mental health problems. After Will was in BMCW custody, the contracted agencies permitted Will’s mother to have unsupervised visits with Will, and during one of those unsupervised visits the mother drowned Will. Will’s mother was subsequently charged and convicted of the murder.
